I have no clue what this is. my mum even search this saying this was gone by 1980s in the us according to a articles she read when I asked her 5 minutes ago. (I asked just in case maybe it is a regional thing I am unfamiliar with) before I give a number is this a survey of the US or Europe. (where they are more common currently)

It is a public toilet where the stall door is locked and you must use either coins or token to unlock it.
Unless otherwise specified, these questions will all be based on US surveys. Pay toilets were banned for many decades, but recent legislation paved the way for their return, so they are a thing once again in many US states.

You know, this reminds me of a musical I'd read about called Urinetown where people had to pay a fee for "The privilege to pee". I would say our right to urinate is constitutional and I will send an e-mail to my congresspeople to get this banned nationwide, or at least in my state.
However, when I think about it, those floors are kind of nasty, so I will say it's lower.
