I think GSN's Kids Zone block was originally designed to meet U.S. Government laws requiring networks to air the bare minimum of three hours of educational/informational programming for younger viewers on a weekly basis.
Even though i am not a fan of many game shows designed for younger audiences, I am quite shocked that GSN decided to drop E/I programming for children from its schedule by the turn of the millennium, given the FCC's ruling regarding children's educational programming which has been in place since the 1990s.
Saturday morning cartoons had some brief educational segments during the broadcasts, and not just with Schoolhouse Rock. Superfriends had 30-second Health or Safety Tips when aired on ABC, and Teenage Mutant Ninja Turtles had 30-second "Turtle Tips" which gave environmentally friendly tips on CBS in between episodes. Many of these tips are on YouTube, and are very entertaining and informative, even though many are in bad quality.

Originally, the Kids Zone block was hosted by a girl named Kimberly and from what I can tell was unintrusive.
After the "Dark Period" ended, she was replaced by Adrian R'Mante and a "junior green ball", both of whom would interrupt the shows to make lousy "jokes" and other unnecessary remarks - basically, Faux Pause Jr.

GSN also showed a week's worth of the Junior Pyramid from the 1970's era of the show during that block, with Susan Richardson and Jimmy Baio as the guests. I can't speak for the rest of the stuff they showed because I never saw it, but I have that entire week of Pyramid and there was nothing unusually cut from those.

Quoting from said promo:
Ahahahahaha no.
Oh wait you're serious. Let me laugh even harder. AHAHAHAHAHA!
Uh...scusemewha? And the green ball is staring directly at her chest as he says this.
Irritating intros and intruding on good game shows to make stupid comments isn't "cool".

GSN's kid game show block: Apparently creating mini-perverts since after the Dark Period. My God.

GSN's kid game show block: Apparently creating mini-perverts since after the Dark Period. My God. That's unreal. Sounds just as bad as some of the other crap we've seen in recent years. Good lord that promo was so corny and stupid. I had to laugh a little but, what the hell was GSN thinking?

Not true. That requirement is only for OTA networks.
