After Jack Clark's passing, M.G. was the WoF announcer for only a few short months before Charlie came back. Was that always the plan for M.G. to be temporary until Charlie was available? Or did he not work out for some reason?

Well he wasn't very good so I'm going to guess the latter.

It was reported on Game Show FOrum IIRC that Jack Clark wanted Charlie O. to return to Wheel once Jack's health got to the point that he could not continue. Charlie O. was committed to announcing for the Newlywed(Eubanks than later Paul Rodriguez), Dating(Jeff MacGregor), and Gong Show(DOn Bleu) revivals in the 1988-89 season. When those ended production in early 1989(running in first run through Spring 1989), Charlie O returned to WOF.

I seem to recall Pat responding on his website or Twitter once that MG just didn't work out for the show.

It was probably a combination of Charlie's new availability and M.G. just not working out. They did say M.G. had issues with ad-libbing too much and having to do a lot of re-takes on prize copy. They also had Don Pardo do the NYC shows, so maybe they were already iffy about M.G. by that point. Frankly I think M.G. would have been much better as the new daytime host rather than the announcer, if his audition tape is anything to go by.

I'd agree with this. Merv should have given MG the daytime show and gotten either Johnny Gilbert or Don Morrow to announce.
